A New Light in the Caribbean ...

The new light in the Caribbean has a name: the Puerto Rico Training Initiative (PRTI). Under the umbrella and mentorship of the Florida RCPI, the PRTI's mission is to provide quality community policing, ethics and integrity training, and technical assistance for law enforcement, community members, municipalities and local government to enhance national safety.

Dr. Ernesto Fernandez is the local Coordinator for the training project on the island. Thanks to the Florida RCPI's high quality curriculum and products, the PRTI has been widely accepted by law enforcement agencies, community leaders, 78 municipalities, local government, universities, and other agencies throughout the island. It is easy to implement, adapt and expand the community policing philosophy when validated by a group of professionals like the Florida RCPI. Eileen LaHaie, Director of the RCPI, and Barbara Kieta, training facilitator and the rest of the Florida RCPI staff have gone above and beyond the call of duty. They make a difference in every aspect of the PRTI's development.

As of February 2005, the PRTI has trained 815 law enforcement, government and community stakeholders since the first course was held on June 18, 2004. We are providing high quality training free of charge to include: Introduction to Community Policing, Ethical Issues and Decisions in Law Enforcement, Conflict Resolution /Problem Solving, and most recently, Dynamics of Domestic Violence. All of the training materials come from the Florida RCPI or the RCPI Network. We, at PRTI, translate the content and adapt the learning activities to our culture, language and group needs. After every training session, the audience/participants are asking for more training on this modern police philosophy. Also, they would like to bring community policing practices to their own communities. We feel very proud of our great success on the island, while at the same time, understanding the challenge to keep this new light burning in the Caribbean.
