| Mr. Carlsen worked for 30 years with the Nassau County, New York, Police Department, serving in a management capacity from 1979 and holding various administrative and operational positions related to emergency/disaster planning and response. He retired with the rank of Deputy Inspector in 2002.
With the Nassau County Police Department, Mr. Carlsen served as County Director of Emergency Management, interacting with local, state and federal agencies on various emergency management issues. He worked with New York City Office of Emergency Management during the response to the World Trace Center disaster of September 2001. He directed Nassau County Police Department operations for numerous other large-scale emergencies, including the 1990 Avianca air crash.
Mr. Carlsen wrote the “Nassau County Disaster Control Plan” for coordinated police and fire response to “limited-area” disasters. In 1986, he established Nassau County 's nationally recognized police hazardous materials response team. In 1991, he received the National Association of Counties Achievement Award for the department's Hazardous Materials Response Program. Throughout his career, Mr. Carlsen served as liaison to local government and other public safety agencies for hazardous material emergency planning and preparedness.
Mr. Carlsen has been an adjunct instructor for Texas A & M University 's National Emergency Response and Rescue Training Center since 2001. He has been a New York State Bureau of Municipal Police Certified Instructor for more than 15 hears and continues to serve as an adjunct instructor for the Nassau County Police Academy . |
